Dallas Metro Safe Room Rebate Program Launch

The North Central Texas Council of Governments (NCTCOG) in conjunction with Collin, Dallas, Denton and Tarrant counties, is pleased to announce the launch of the Metro Safe Room Rebate Program (MSRRP). NCTCOG will begin accepting applications online at www.nctsaferoom.com the first business week in June. 

The program application process will take place online, however, residents that do not have access to a computer can request a paper copy through their local Emergency Management Office. Please note that submitting a paper application may cause a delay in the review/approval process. 

Program Description: The Metro Safe Room Rebate Program offers north central Texas residents living or developing in one of the four metro counties (Collin, Dallas, Denton, or Tarrant) an opportunity to qualify to receive half the cost of construction for an individual safe room, up to $3,000. The Safe Room Rebates are funded with FEMA supplied Hazard Mitigation Assistance grants and will be managed by the North Central Texas Council of Governments (NCTCOG). In order to qualify, the applicant cannot be living or developing in a local or FEMA designated 100-year floodplain. Therefore, prior to applying the applicant must complete the MSRRP Floodplain Verification Form found on the MSRRP website and have it signed by the jurisdiction’s listed contact person or their designated official (contact information is also listed on the website).

Who can apply: Homeowners, Developers, or Installers whom are living or developing in Collin, Dallas, Denton or Tarrant County (developers and installers may apply directly, but are capped at 3 safe rooms).

Eligible structures:
· Manufactured homes (must own structure and land)
· Single-family homes
· New construction of single-family homes

Eligible Safe Rooms:
· In-ground/ above ground
· Indoors/ outdoors

Once approved the applicant: 
· Is required to obtain a building permit (if applicable)
· Is required to contract with a National Storm Shelter Association (NSSA) or American Tornado Shelter Association (ATSA) approved member 
· Must submit all required documentation 
· Must agree to allow final inspection of the installed safe room 
· Must allow NCTCOG to share the GPS coordinates with only first respondents in your jurisdiction
